[FEATURE] Checks if a external subscription is active and returns the subscription and contract Ids.

This endpoint is used by the mobile apps to check if a subscription is active and to import it into billwerk platform.

External subscription feature is only available for billwerk customers with the "External Subscriptions" add-on.
